Usually international passengers must claim their luggage at their first port of entry in the U.S., clear customs and immigration, then recheck their baggage for their connecting flight. However, if you are connecting to another international flight, you do not have to clear U.S. customs and immigration. Your luggage should be transferred to your connecting flight, if you are departing on the same airline. Check with your air carrier to be sure. In any event, be glad you're changing at Newark. It's more organized than many airports. Philadelphia is a nightmare!
